In this course you will learn methods of planning flagging operations on low-volume roads, including how to address site conditions, adjusting for visibility and stopping sight distance, selecting flagging or alternate controls, installing and operating Temporary Traffic Control (TTC), enforcing safe flagger behavior, and contingency planning. A low-volume road has a traffic volume of less than 400 AADT (Average Annual Daily Traffic), according to the national Manual on Uniform Traffic Control Devices (MUTCD). A low-volume road may be paved or unpaved.
